Direct answer: PSA’s 2025 road-transport component in Domestic Trade Statistics is based on a quarterly survey of establishments, not a census of every truck trip or business. The technical notes say the Commodity Flow Survey covered 3,984 establishments in four industry sections and excluded eight provinces because the covered industries had small establishment counts there.
Philippine Statistics Authority technical notes for Domestic Trade Statistics were opened and read on 19 October 2026. This article explains the published coverage boundary, not the quality of an individual shipment or a local market estimate.
Who and what the survey describes
The PSA says road-mode statistics are sourced from its 2025 Commodity Flow Survey. Its scope covered establishments in Agriculture, Forestry and Fishing; Mining and Quarrying; Manufacturing; and Wholesale and Retail Trade, including repair of motor vehicles and motorcycles. The notes describe a formal-sector frame and 3,984 covered establishments. The unit of enumeration is the establishment, and the geographic domain is the region.
The notes list Batanes, Aurora, Guimaras, Siquijor, Camiguin, Davao Occidental, Sulu and Tawi-Tawi as excluded from the road survey because the number of establishments in covered industries was small. A national road-flow total therefore should not be described as complete observed coverage of every province or every business type.
Why the limitation belongs beside the figure
The survey’s respondent universe and geography shape how a reader should use its estimates. The published measure is designed to estimate commodity movement and the PSA reports it at regional level. It is not a count of all individual vehicles, a directory of trucking firms, a list of observed shipments or a local quote benchmark.

Use this as a research boundary
Before applying the series to regional fleet planning, sourcing or supplier-market sizing, check the PSA release and technical notes for the exact reference quarter, preliminary or revised status, commodity classification and geography. Do not infer a supplier’s presence, route capacity or market share from these aggregate tables.
