Direct answer: The Philippine Statistics Authority’s preliminary 2025 Domestic Trade Statistics report includes road transport for the first time in the annual series. It reports 60.19 million tons of domestic trade, with water at 53.0%, road at 47.0% and air at 0.04%. The new road component comes from a separate Commodity Flow Survey, so the expanded 2025 total should not be read as a like-for-like continuation of the earlier water-and-air-only measure.
PSA’s 2025 preliminary release and its technical notes were read on 19 October 2026. The values remain attributed to the agency and retain its preliminary status.
What changed in the published measure
The PSA says that, before 2025, its Domestic Trade Statistics covered commodity movements by water and air. Road movement was added in 2025 using the newly conducted Commodity Flow Survey. In the annual release, road accounted for 28.28 million tons and water 31.89 million tons; air accounted for 23.73 thousand tons. The reported road share is substantial, but the new collection method is part of the story.
Domestic trade here means commodities transported from one region or province of origin to another region or province of destination inside the Philippines. It is not a measure of international imports, vehicle sales, truck registrations, freight rates or automotive-parts demand.
How to read the number carefully
When making a time series, note the transport modes included in each reference year. A comparison with a pre-2025 total that omitted road would mix a changed coverage with any actual change in trade. The annual release is labelled preliminary; later official revisions should be checked before a long-run analysis or a commercial decision.
| Mode | Published 2025 volume | Boundary |
|---|---|---|
| Water | 31.89 million tons; 53.0% | Administrative-source series |
| Road | 28.28 million tons; 47.0% | New Commodity Flow Survey component |
| Air | 23.73 thousand tons; 0.04% | Administrative-source series |
| Total | 60.19 million tons | Preliminary annual result |
What it does not tell a buyer
These national totals do not identify a specific commodity, route, carrier, customer or supplier. They cannot establish whether a particular vehicle or machinery segment grew. The PSA’s own technical notes describe different source systems and classification details by mode. For market research, keep the reference year, geography, commodity level and mode in every chart label rather than turning a national flow total into a demand claim.
